A cellphone video obtained by ABC News captures the moments leading up to the fatal shooting of Renee Good, a 37-year-old mother of three, in her vehicle in Minneapolis. The 37-second video is believed to be taken by the ICE agent who fired the shots, and it shows Good interacting with agents before she is shot.
The video starts with an ICE agent approaching Good's vehicle, which is stopped across the middle of the road. The agent demands that Good open the door, and she complies. However, when another agent approaches her door, Good reverses the car, turns the steering wheel to the right, and drives away. The agents shout at each other, and one of them says, "Drive!" as shots are fired.
The video shows the officer filming the scene yelling out "Oh!" as several shots are fired. Another agent can be heard saying, "F------ bitch" as the car is seen driving off and crashing down the block.
Retired Chicago Police Lieutenant John Garrido told ABC7Chicago that Good did not appear to be acting in an aggressive manner. He said she first cuts her wheels to the right, and when she backs up, it repositions her car, facing the agent. When she drives forward, it brings him dead center on the driver's side of the vehicle.
Garrido also stated that the claim of absolute immunity is false, as there is immunity but not absolute. He added that the question is whether federal agents acted objectively and reasonably while performing their duties.
Hennepin County Attorney Mary Moriarty has called on members of the public to send any video or other evidence related to Good's shooting directly to her office, challenging the Trump administration's decision to leave the investigation solely with the FBI.
The incident occurred on January 7, during a federal immigration crackdown in Minneapolis. At least five people have been tied to immigration sweeps since Trump took office, and protests are happening across the country.
Homeland Security Secretary Kristi Noem has repeatedly characterized Good as an attacker who used her vehicle as a weapon. However, state and local officials and protesters rejected this characterization, saying that videos show the self-defense argument is "garbage."
The federal agent who fatally shot Good, Jonathan Ross, was described by records obtained by AP as an Iraq War veteran with nearly two decades of service in the Border Patrol and ICE. Noem has not publicly named him, but a Homeland Security spokesperson said her description refers to Ross.
