Amtrak Moves Forward with Trump's Penn Station Rebuild Plan, Seeking 'Master Developer' for Speedy Completion.
The national railroad has taken the reins of President Donald Trump's ambitious plan to rebuild Penn Station, which had stalled under the MTA. Amtrak officials announced that they are now seeking a "master developer" who can lead the project to completion at an unprecedented pace, with the goal of breaking ground by 2027.
According to Andy Byford, special adviser to the Amtrak board, this project will be one of the largest and most significant construction undertakings in US history. The agency is keenly seeking partners who possess the skills and expertise necessary to deliver a world-class transportation hub that meets the demands of the future.
Amtrak has ruled out any proposals that would require expanding the station's footprint south, but the agency remains open to revising the track level to accommodate more train services once the new Hudson River tunnels are completed as part of the Gateway project. Notably, Amtrak officials are unfazed by Trump's pledge to "terminate" the Gateway project.
As part of the redevelopment, the Federal Railroad Administration will conduct a study on through-running at Penn Station, which could enable MTA and NJ Transit commuter trains to share tracks and operate on each other's property. This innovative design would help increase capacity without requiring an expansion of the station. Amtrak is also exploring ways to improve efficiency on existing tracks and platforms.
The project will be funded in part by a private partner, but Amtrak officials expect government grants and loans to cover a significant portion of the costs. Governor Kathy Hochul has indicated that New York state won't contribute financially to the project. Lawmakers like Layla Law-Gisiko, president of the City Club of New York and state Assembly candidate, are cautiously optimistic about the redevelopment plan, which prioritizes transportation infrastructure over new skyscrapers.
